Aquatic Center Projected to be Finished by Late November
The Perris-Menifee Valley Aquatic Center has been under construction for about a year and should be ready to open this fall. |
Construction on the $25 million project began last year with a groundbreaking ceremony in August. The new center will be located next to Big League Dreams on Trumble Road, north of Highway 74.
Project Superintendent Mike Pyeatt of TB Penick & Sons said that construction on the Aquatic Center is going along smoothly without any complications.

The 13-acre Aquatic Center will include an Olympic-size pool, kiddie pools, water play areas, a volleyball court, a wave pool, water slides, an activities pool and a lazy river.
Local high schools will be able to use the Olympic-size pool for water sports as soon as the center is complete. The pool will come equipped with swimming lanes, starter blocks for swimmers and diving boards.
The Aquatics Center will feature other amenities, including concession stands, changing rooms, outside showers and a multipurpose room.

Pyeatt and construction workers have been working hard to stay on schedule and are making sure everything will be ready by the projected finish time.
"Everything is pretty much on track," said Pyeatt. "We're still waiting for the water slide to come in from Pittsburgh, but it should be here next week and will be ready for installment."

Driver Charged in Deaths of Menifee Women Awaits Hearing
The driver charged with three felony counts in the death of two Menifee women in a July 7 crash on Domenigoni Parkway is out on $75,000 bail pending a Sept. 25 court hearing.
Noel Mayorga Jr., 38, of Menifee was arrested following the accident by California Highway Patrol officers at Inland Valley Regional Center, where he was taken with injuries sustained when the 2011 Ford Ranger truck he was driving collided with a 1994 Lexus driven by Rosy Vargas, 35, according to police reports.
Mayorga was charged with one count of gross vehicular manslaughter while intoxicated and two counts of driving under the influence of alcohol or drugs, with injury. He was released on bail from the Robert Presley Detention Center on July 31.
According to police, Vargas was traveling northbound on Leon Road when her vehicle was struck by the Ford Ranger, which was traveling at a high rate of speed on Domenigoni. Vargas and a passenger in the front seat, Monica Rochin, 49, were killed instantly. Three passengers in the back seat sustained injuries.

According to a recent announcement by the Judicial Council of California Administrative Office of the Courts, officials have identified Menifee as the preferred site for a new courthouse to replace the existing facility in Hemet, which was built in 1969.
According to the Riverside Superior Court website, the types of cases heard at the Hemet courthouse include civil, small claims, family law and traffic cases. The preferred site for a new facility to handle such cases is located across the street from Countryside Marketplace on Haun Road. The new Santa Rosa Academy is being built to the south of that location, which is part of a proposal to be the site of a new civic center for Menifee.

Perris Union High School District Implements Scholar+ Plan
The Perris Union High School District will implement its technology integration plan, Scholar+, over the course of the 2013-14 school year, according to a news release from the district.
Scholar+ is a technological teaching and learning plan that includes providing Chromebooks for students and iPads for teachers. The District is issuing Google Chromebooks to all students beginning this semester. Teachers were issued iPads in June.
With Scholar+, students will be able to use technology in the classroom, library, hallways and almost any location on campus. Students will also be able to take their device home.
Teachers participated in professional development over the course of the summer and will continue to do so throughout the school year. With the iPads, teachers will be able to create interactive lessons, record lessons either ahead of time or during instruction and post them to a Learning Management System for students to access at any time.

Fire Destroys Barn on Zeiders Road Near Shops at Scott

Seven engine companies responded to the fire, which was reported to the Riverside County Fire Department at 6:42 a.m. Firefighters contained the fire to a single structure and no injuries were reported.
Cause of the fire is under investigation. The barn is on a rural stretch of Zeiders Road, which is near the Shops at Scott center at Scott Road and Haun Road.

A Week After FBI Raid, China Wok Express 'Closed Forever'

Food supplies and furnishings still can be seen inside the restaurant at 26100 Newport Road in the old Albertson's shopping center. However, a sign on the door tells customers "We're very, very sorry. We'll be closed forever. Thank you for coming all (these) years."

A woman at the White Fir Drive address refused to open the door for a reporter today, saying Nhim was not at home.
Lourdes Arocho, spokesperson for the FBI's Los Angeles office, said she could not comment on the case because it is an ongoing investigation.
Residents say they have been going to China Wok Express and Donuts for years. Records show the business became an LLC in 2006.

Over Fuhrman's Objections, Manure Ordinance Passes

That pretty much sums up the tone of a council meeting that was at times confrontational, not only among residents and council members, but between council members and one of their own.
Before an overflow crowd at City Hall, the council voted 4-1 to approve an urgency ordinance establishing manure management and disposal standards regarding livestock on property within the city. Ten residents spoke in opposition of the ordinance, especially criticizing the urgency status of the ordinance.
Making the issue even more complex is the fact that the urgency ordinance was in response to a notice of violation filed by the Santa Ana Regional Water Quality Control Board regarding a 37-acre ranch owned by Fuhrman. In a notice dated July 31 and addressed to Interim City Manager Rob Johnson, the water control board warned city officials that violations discovered during a June 24 inspection of Fuhrman's Wooden Nickel Ranch revealed "about six to eight inches or horse manure spread over a large area. Runoff from this area flows into the fork (of water drainage) that runs through the site."
The July 31 notice also requested that city officials enact an ordinance regarding control of horse manure to ensure compliance with storm water ordinances. According to city attorney Julie Biggs, failure to pass an ordinance regulating the maintenance of manure would continue the violation, meaning the city would face the possibility of $10,000 a day in fines.
The ordinance approved Wednesday night requires that manure must be removed from "stalls, paddocks, arenas, corrals and other livestock keeping areas on a regular basis," at least weekly, from property where 10 or more animals are housed. Manure must be stored in approved containers and the potential runoff of polutants must be minimized.
In a rural area where livestock is kept on many properties, the ordinance was a sensitive issue. Several residents urged the council to delay a decision on the ordinance until a study could be made of the impact of manure on local soil and water sources. Some said they believed that because of violations found with one resident, many residents would be unnecessarily forced to remove manure they use as fertilizer on their property, believing no ill effects of manure have been proven.
At the start of the discussion, Biggs asked Fuhrman whether he planned to leave the room or recuse himself from the issue because of a conflict of interest. Fuhrman refused to leave, citing advice from his attorney that he had a right to stay and participate.
"You must prove this situation applies to me alone," said Fuhrman, who was told by Biggs that the ordinance will only be enforced when a complaint against a resident is received. Fuhrman insisted he does not have a "blue line stream" (one that flows most of the year and is marked on maps) on his property that could be contaminated and that there is no proof the manure from the dozens of horses boarded on his property pose a health hazard.
"The manure on my ranch is managed very well," Fuhrman said. "If the city had any (expletive), they would make the Control Board prove there's a risk."
Fuhrman was outvoted 4-1 on three council decisions in the meeting. In addition to being the lone "no" vote opposing the manure ordinance, Fuhrman was the lone dissenter in votes on:
-- Approval of two consent calendar items, pulled for discussion by Fuhrman, authorizing a one-year contract of $64,800 to pay in interim community development director and a total of $120,250 to pay an outside company to provide media services and produce a city magazine for distribution to the public.
-- Approval of a Memorandum of Understanding with the Menifee Valley Chamber of Commerce in which the city will partner with the Chamber in planning public events. Cost of the agreement is not to exceed $38,000.
The one time Fuhrman did willingly leave the room came earlier in the evening, when he stepped off the dais at the start of council member Wallace Edgerton's comments regarding Edgerton's previous statements about marijuana use.
In the Aug. 6 city council discussion preceding a vote approving an ordinance that bans mobile marijuana dispensaries, Edgerton said that if one really wanted to get marijuana in Menifee, one could do so. As part of his statement, he said, "You could go to Tom Fuhrman's Wooden Nickel Ranch and they would come running out with a bag for you, I'm sure."
When Edgerton asked to clarify his previous statements, Fuhrman announced he was leaving the room because his attorney advised him not to take part in the discussion. Edgerton told him there was no need to leave, but Fuhrman did so anyway. Edgerton then issued a public apology for his comments, saying, "It was poorly worded and I shouldn't have said it. I talk faster than I think sometimes. I certainly didn't mean to insult Tom."

Mahogany Creek Development Gets Final Approval from Council
Development is underway on the Mahogany Creek housing development at Lindenberger and Simpson Roads. |
Work has already begun on the project, which was originally approved by the Riverside County Board of Supervisors in 2005, before Menifee was incorporated. The tract maps were legally extended previously, but the city was facing a Nov. 22 deadline to grant final approval, according to city documents.
There was no separate vote taken on this issue. The approval of the project was one of several items approved at once unanimously by the council on the consent agenda -- common practice for items in which discussion is not considered necessary.
The tract maps call for 108 lots and two park sites to be developed on the east side of Lindenberger Road south of Simpson Road.
Because the plan was previously approved by the Board of Supervisors, the City Council could reject the plan only if it was determined that the project would present a danger to public health or safety or fails to meet legal requirements.
Some streets within the development have already been paved and lots are laid out. No estimated time of completion for the project was given.
