Former San Bernardino Police Officer, a Resident of Menifee, Faces Federal Charges of Forcing Prostitutes to Have Sex

A Menifee resident and former San Bernardino Police Department officer was arrested today after being indicted Wednesday on federal civil rights charges for allegedly forcing two prostitutes to perform sex acts while he was in uniform and/or carrying a gun.

Jose Jesus Perez, 46, was arrested in Denton, Texas, at the request of the FBI, according to a news release from the U.S. Attorney's Office. No information about Perez's reasons for traveling there from his home in Menifee was given.

A federal grand jury in Riverside Wednesday indicted Perez on four civil rights counts, alleging that he forcibly had sex with two women who told investigators they engaged in sex acts demanded by Perez only because they feared for their safety. Perez is expected to make his initial court appearance Friday in U.S. District Court in Sherman, Texas.

Each of the four counts in the indictment carry a statutory maximum penalty of life in federal prison.

According to the news release, Perez became a police officer in 1997, when he was hired by the Los Angeles Police Department. Perez worked for the LAPD until 2008, when he went to work for the San Bernardino Police Department. He was released from employment by SBPD in December.

The indictment alleges that on April 25, 2011, Perez groped a woman and caused her to perform oral sex by using force against her. The report states that the attack injured the victim, involved the use of Perez's service pistol, and resulted in kidnapping of the victim.

The other three counts in the indictment charge Perez with unlawfully having sexual intercourse with a woman on three occasions in August and September of 2011. A criminal complaint filed last month and unsealed today alleges that the victim "feared that if she refused Perez's sexual advances, he could and would make her life difficult."

"Mr. Perez allegedly violated the civil rights of victims he vowed to protect, instead of gaining their trust and providing them with the basic respect all members of a community deserve," said Bill L. Lewis, assistant director of the FBI’s Los Angeles Field Office. "By his alleged actions, Mr. Perez also violated the trust of his fellow officers and the community he swore to serve as a police officer in the city of San Bernardino. The FBI values its relationship with partnering local police and appreciates the support provided by the San Bernardino Police Department in this case."

Dorsey Sentenced for 2012 Murder of Canyon Lake Woman

A Lake Elsinore man was sentenced today to 56 years to life for the murder of a Canyon Lake woman whose body was found in a suitcase at a Poway motel.

Joseph David Dorsey, 29, was found guilty of one count of murder and the jury determined it to be in the first degree. He was sentenced by Superior Court Judge Mark Mandio at the Southwest Justice Center in Murrieta.

Christine Stewart Osborn, 47, of Canyon Lake was reported missing on Aug. 6, 2012. Two days later, investigators received information that Dorsey had checked into a room at a motel in San Diego County. Dorsey apparently left without ever checking out.

At the scene, investigators found Stewart's 5-foot-2 body stuffed inside a large rolling suitcase. Cause of death was determined to be strangulation.

According to police, Dorsey and Stewart were in a dating relationship at the time of the murder and he killed her at his Lake Elsinore apartment before heading to Poway. Dorsey was arrested by Mexican law enforcement officials in Playas de Rosarito on Oct. 23, 2012 and returned to the U.S., where he is an American citizen.

Photographer Ted Davis is Menifee Council's Artist of Month

In a world where everyone seems to be a budding photographer with the simple click of a button on their smartphones, it might appear to some that the art of photography is sadly dwindling.

However, one glance at local photographer Ted E. Davis’ pieces illustrates how the fusion of modern day technology and art is advancing the field and pushing each photographer’s creativity to new heights. This is why Davis has been honored as the Arts Council Menifee Artist of the Month for September.

Davis has been a photographer for the last 50 years while also juggling his professional career. He completed two tours in Vietnam and worked for the Coast Guard for 25 years, retiring with the title of Chief Warrant Officer. He also worked as a Contractor for the U.S. Government for over 20 years.

Since retiring in July 2010, he has dedicated himself to a new job title: Full-Time Photographer.

"I don’t perceive myself as a professional. Some people call me a professional, but I call myself an avid enthusiast," says Davis. "I don’t care if I sell it; I care if I take [the picture] or not."

Davis picked up his first camera, an all-mechanical Olympus OM-1 MD that he still owns, in the early 1970’s. He still favors Olympus cameras, but has models that are much more sophisticated now.

He took many courses about black and white photography around that time to learn about the craft he had such an interest in. After enjoying some success as a black and white photographer for many years, Davis decided to make the transition into digital photography in 2008 in order to quench his thirst for continually learning new skills.

"I’m addicted to the sound of the shutter," says Davis. He also says his wife Sheila is supportive and very understanding.

This addiction to taking pictures is an ingrained characteristic of his. His camera has become an extension of himself that allows him to see the world from a fresh point of view. His camera has practically integrated itself into his identity.

"I think in pictures. I even take my camera with me if go get a loaf of bread," says Davis when asked about how he captures those rare moments illustrated in his photographs.

One can immediately see his love for the process of taking a photograph within the context of the subjects he favors. His artwork showcases his unique perception of the world through the discerning power of the lens.

"My pictures represent me," says Davis.

Davis’s description of himself as being "a jack of all trades and master of none" is represented in his photos. He likes to photograph a wide spectrum of subjects.

His photographs tend to deal with illustrating an altered form of beauty by shooting objects or natural landscapes that are often overlooked by many. For example, he may take a photo of an exotic-looking plant that appears to be from a distant country, but is actually located on the side of the freeway in Menifee. Or he may choose to photograph the soiled shoes of a pedestrian for the mysterious stories they tell.

Davis was introduced to infused metal photography by fellow Arts Council Menifee photographers Doug Hartwick (of Mom & Pop's Framing Shop) and Bodhi Smith.

"I like this technique since it’s durable," says Davis. "It’s like each photo is achieved forever."

Along with other photographers, he uses that presentation when it seems a good fit.

Through the power of irony and an eye that can see what is special in those fleeting moments, Davis is able to produce thought-provoking photographs that cause the viewer to question their perception of the world around them.

"Photography is changing so fast," says Davis. His artwork and journey as a photographer are a testament to how dedicated artists can learn to adapt to the ever-changing landscape.

Local Pet Lover Helps Animals of the Menifee Community

In Menifee, residents are known to help each other out. One woman in particular is known by many as the person to call if a lost or abused animal is found.

Nina Medina, a stay-at-home mom and pet owner, works tirelessly with the Menifee Valley Humane Society to rescue, shelter and save animals across Menifee, Perris, Temecula and even as far away as San Diego.

Growing up with a love for animals, Medina became involved with the Menifee Valley Humane Society after she moved to Menifee and heard a distressed kitten call.

Medina said helping animals means a lot to her and she wants to continue helping the community through hands-on intervention and educating residents on some of the hardships lost, abused or abandoned animals go through.

"People drop their animals off [at shelters] and think they’re going to find a new home," said Medina, "but it doesn’t always happen."

Local resident Amy Romanosky, who became friends with Medina after helping her find a lost dog, says Medina is an outstanding citizen and does so much for the animals in the area.

"It’s just everything she does for the animals of the community," said Romanosky. "When someone finds a lost dog, they call Nina."

Romanosky said that many of the charitable acts Medina and the Menifee Valley Humane Society do for Menifee residents and animals around the community are funded out of the volunteers’ own pockets.

In fact, Medina said she and other volunteers for the Menifee Valley Humane Society work out of their own homes and fund the small, nonprofit organization through donations from residents. Whatever needs are not met through donations, Medina and other volunteers will usually pay for on their own.

The Menifee Valley Humane Society works with other nonprofit shelters such as the Ramona Humane Society, Animal Friends in the Valley and Sun City K-9. Menifee Valley Humane Society will help these shelters find homes for animals and Medina will often go around to shelters and save animals, like Moose (right), that are scheduled to be put down because they have not yet been adopted.

Medina works with the Menifee Valley Humane Society to help families spay/neuter their pets, find lost pets and take in animals that have been hoarded. She is even trying to start a Seniors for Seniors program that will place older animals with senior citizens who wish to have a companion that is easy to take care of.

Medina said she and the Menifee Valley Humane Society rely on community support and donations. One of her main goals is to get the city of Menifee to be more aware of the organization and the services it provides.

"It’s getting the community involved to donate and support us," said Medina. "This is all volunteer work and we’d just like to get ourselves out there."

The Menifee Valley Humane Society will host a fundraiser Oct. 12 at Pete Petersen Park, where they will have food, entertainment and animals. Medina encourages everyone to come out and have a good time and support the Menifee Valley Humane Society. More information on the organization can be found on its Facebook page or its website.

"I would really like for the community to recognize us," said Medina. "The fundraiser will be a way for people to come out, have fun and get to know more about our organization."

Menifee Sets 'Little Rascals' Loose in Soap Box Derby

Eric Johnson looked down at the "Rust Bucket," an aptly named vehicle constructed from a wheelbarrow, steel barrel and a set of slick wheels.

"Ryan (Eric's son) won in a fiberglass car last year, but they changed the rules so you can't run a fiberglass car anymore," said Eric Johnson of Johnson's Auto Service in Menifee. "I wanted to make it look like the Little Rascals -- you know, an old school street racer."

That's exactly the feel organizers were going for in Saturday's second annual Menifee Soap Box Derby. In a scene that brought back memories of the old "Our Gang" films for adults and the 1994 "Little Rascals" movie for youngsters, "kids" of all ages gathered Saturday morning for some good old-fashioned fun.

About 45 drivers -- mostly teenagers and younger -- took part in the event, bringing vehicles of all shapes and colors. There are fairly strict rules set down by the organizers at Valley-Wide Recreation, but the bottom line is simple: Build a car without an engine that will roll down the steep hill of Menifee Road toward Holland Road as fast as possible.

There were a few minor crashes into the hay bales that lined the street, but emergency personnel were on hand and there were no serious injuries. More than anything, there was a sense of community spirit and a closing of the generation gap as family members and friends worked together to prepare and race the cars.

"It gives kids an opportunity to learn how to use tools," said Hemet resident Mike Percival (below), who was putting air in a tire before sending his 7-year-old grandson Daniel Hulse out to race in the Training Wheels Division. "I run an air conditioning business, and it's amazing to me how many young people come to work without knowing the right end of a screwdriver. In doing this, Daniel now knows everything about how one of these cars is put together.

"My father did this kind of race with my brothers when they were little. I can't say enough about Joe Schnake and Valley-Wide for putting this together."

Schnake, recreation supervisor for Valley-Wide, created the event last year in cooperation with the City of Menifee, which sponsors the race. He said the field of drivers increased from 20 last year to 45 this year, and many more have inquired about entering next year's event, even though entries won't be accepted until January.

Dean Wetter, general manager of Valley-Wide, even got into the act, losing a "grudge match" race against Menifee City Manager Rob Johnson (below). Wetter said he couldn't be more pleased with the event.

"The response after last year's event was great," Wetter said. "It's great to see so many more come out this year. Families get to work together, from the building of the car through the racing. To bring back an old phrase from the Little Rascals days, it's a gas."

Kyle Davis, who shared driving duties in the "White Lightning" car with his brother Noah, was proud of the family's entry and said they had fun working together on the project.

"We helped my dad build it," Kyle Davis said. "We spent quite a while in the garage working on it. We didn't do that well last year, so we changed out the wheels this time to try to go faster. I think our car is a little heavier than most, so I think that will help us."

Santa Rosa Academy Starts the School Year at its New Campus

Monday was a busy first day for the Santa Rosa Academy Charter School, said Principal Laura Badillo, but she, other staff members and students are just happy to have a facility of their own.

"We feel great," said Badillo. "It seems like we've just started out yesterday, but it's taken us eight years to get here."

In those eight years, Santa Rosa Academy has grown from 59 students being taught in a garage or rented space in strip malls to having just under 1,500 students enrolled with a permanent campus located on Haun Road.

"We've worked every single day for the past two weeks to be ready for today," said Badillo, "but the first day is going good and we're happy to finally be here."

Badillo said that during its first day, the school experienced a few mishaps, such as an Internet crash and some problems with air conditioning, but she said these sort of things were expected to happen on the first day and other than that, the school day went smoothly.

"Drop off this morning went especially smooth," said Badillo. "There were traffic officers out this morning. I think they were expecting there to be a major traffic back-up, but everything went fine."

Santa Rosa Academy was modeled after old California Spanish Rancho architecture. Badillo said the school's emphasis on traditional values influenced the style of the school.

"We didn't want it to look like a regular school," said Badillo. "The architecture of the school is intentional. We wanted it to reflect the moral traditions we value."

Overall, Badillo, staff, students, and parents are very pleased with the new facility. Badillo said the look on the students' faces when they saw their new school made all the work worth it, and some parents who have been with the school from the very beginning cried as they saw students finally have a permanent facility in which to learn.

The kids were ecstatic, said Badillo, especially the younger students who finally have a place to play.

While there are separate buildings for the elementary, middle school, and high school students, Badillo said she is very happy all the students are finally together. Having all the students together gives the older students opportunities to be student aides and tutors to younger classes and gives them more of a reason to behave responsibly. It also gives the younger students role models to look up to, she said.

"We are very excited to be back together," said Badillo. "We really want them to have a sense of how to be respectful to everyone. Having everyone together makes them all better."

Workers are still finishing landscape construction and small touch-ups, and Phase Two of the school will hopefully be underway once the charter school is able to raise enough money, Badillo said. Phase Two will include other facilities, such as a baseball field and a gymnasium.

Santa Rosa Academy will have a private opening celebration for students and parents on Back to School Night Sept. 26. After construction of the school is complete, the charter school will have an official opening ceremony sometime in October.

As for now, Badillo and staff are happy to have the school open for their students.

"We want the kids to feel important," shd said. "We want them to love it and feel that it's their school."

Sun City Man Arrested Following Woman's Death in House Fire

A resident of the Sun City community of Menifee has been arrested in connection with a homicide investigation involving the death of an unidentified female in a structure fire, police said today.

According to a news release from the Riverside County Sheriff's Department, David Lillard, 50, is in police custody and is considered the only suspect in this case. The investigation began after deputies responded to assist Cal Fire regarding a structure fire in the 33000 block of El Centro Avenue in Winchester last Thursday, Sept. 5.

Deputies and Cal Fire arrived within minutes and located a fire within a mobile home. As Cal Fire was extinguishing the flames, a deceased female was located within the home. Deputies secured the location and notified investigators.

The identification of the victim is being withheld pending the notification of next of kin. This is an ongoing investigation and no further information was released.
