Reminder: Fireworks in Riverside County Are Illegal

Public service announcement from the Riverside County Sheriff's Department:

The Riverside County Sheriff's Department, in cooperation with CAL FIRE/Riverside County Fire Department, Riverside County Code Enforcement and the Riverside County Board of Supervisors, would like to remind the public of the dangers of fireworks.

Public safety officials from the County of Riverside would like to ensure that all residents and visitors understand that fireworks are illegal in Riverside County; meaning that you may not sell, purchase, transport, store or use fireworks in the County of Riverside.

The cities of Blythe, Coachella, Cathedral City, Desert Hot Springs and Indio are the only cities which allow the sale and use of State Fire Marshal-approved "Safe and Sane" fireworks. Fireworks purchased in these cities shall not be transported, used or possessed outside of the cities in which they were purchased.

All fireworks, including sparklers, are illegal in Riverside County. All fireworks are illegal because they cause serious injuries and very often cause fires. Riverside County has very diverse terrain. The vegetation is very dry, and fireworks can easily start a brush fire.

Individuals who cause a wildfire by using illegal fireworks will be held responsible for all suppression costs and could be criminally prosecuted. These costs can run into the millions of dollars.

The Riverside County Sheriff's Department, CAL FIRE/Riverside County Fire Department law enforcement officers and Riverside County Code Enforcement aggressively enforce Riverside County Ordinance 858, as well as other laws pertaining to the sale, transport, manufacturing, storage and use of illegal fireworks.

In Riverside County, protecting the safety of the public is a top priority and we enforce a "zero tolerance" policy with regard to citizens in possession of illegal fireworks. Those caught with illegal fireworks will be subject to fines, citations, arrest and confiscation of all illegal fireworks. We urge you to leave the fireworks to the professionals.

If you would like to report the use or sales of illegal fireworks within the County of Riverside, please call 1-800-950-2444 or the local non-emergency number 951-696-4357.

You may also report the use of illegal fireworks via the Fireworks Report here. This form will be available until Monday, July 6, at 6 a.m.

Menifee 24/7 Editor Doug Spoon checks his StreamSmart receiver for its wide variety of movies, TV shows and sports events.

Menifee 24/7 Editor Doug Spoon reviews the StreamSmart smart TV system:

One would think that, as a journalist for nearly four decades, I had seen the classic film "Citizen Kane" long before this.

Sure, I knew it was considered by many the No. 1 movie of all time. Yes, I knew it was a cinematic masterpiece and character study of the life of a journalist -- even though producer and star Orson Welles claimed it was not the film version of newspaper mogul William Randolph Hearst's life.

Yet somehow, I had never taken the time to track down a copy of "Citizen Kane" for viewing at home. Never signed up for nor searched Netflix, Red Box or any other such resources for what I figured was a film just gathering dust on a shelf somewhere.

Then I got a StreamSmart box.

StreamSmart is a smart TV box that hooks into your television set. It's about the size of a paperback book, but with the energy to harness the vast power of the Internet. You can find old movies and TV shows on there that you'd long forgotten about or always wanted to see -- without spending cash on Amazon or other sites to purchase a copy. You can also view the latest movie releases from the comfort of your living room.

If you have a cable or satellite service, turn it off and turn StreamSmart on. By scanning the Internet, this receiver can find broadcasts of your favorite show anywhere around the world. You can't download the program, but you can stream it for viewing in the comfort of your home. As long as you have a TV and an Internet connection, you're good to go.

That's how I spent a recent Saturday afternoon watching an Orson Welles film from some 75 years ago. It's also how I manage to watch Dodgers baseball broadcasts, even though my DirecTV service doesn't carry it. If it's streaming on the Internet somewhere -- and it almost always is -- StreamSmart will find it.

A word of caution -- you'll have to be patient. It may take five minutes or so to find a channel with the show you want, and the first stream might not connect. But if you're willing to give the machine time to search its vast resources, you can almost always find what you want. It might be from an overseas provider, but the picture is clear and the sound excellent.

I know what you're thinking: Is this legal? I had the same concerns. The research I did supports the claims on the StreamSmart website that it is a legal service because it is only streaming content, not downloading it. StreamSmart does not host, archive, store, or distribute media of any kind and acts only as an index of media which is hosted by third parties on the Internet.

For information on how to order your own StreamSmart box, call 951-223-4372.

The city ordinance pertains to large metal shipping containers like those shown above.
Menifee 24/7 photo: Doug Spoon

Residents who placed metal shipping containers on their property in Menifee prior to July 21, 2014 have until Aug. 20 of this year to provide written notice to the city in order to be in compliance with an ordinance regulating such containers.

The ordinance pertains to the large shipping containers that often are loaded onto ships to transport items. They often are eight feet high, eight feet wide, and may be as long as 40 feet. There are an estimated 15,000 such shipping containers being used by residents in Menifee for storage, mostly on larger lots.

In an ordinance adopted by the Menifee City Council, residents who had such shipping containers on their property at least 30 days prior to the Aug. 20, 2014 ordinance adoption date had one year from that date to register their containers with the city. There is no registration fee. If such notification is not given, the city may order the resident to remove the containers from the property.

According to the ordinance, no additional shipping containers will be allowed in the city. In addition:

-- Shipping containers may be used for personal storage or for keeping materials used in a particular trade.

-- Containers located within 300 feet of a public right-of-way must be screened from view.

-- Containers must be kept in good condition and may not be connected to utilities.

-- Size of the container may not exceed 8x8x40 feet.

For more information or to provide written notice of a shipping container placed within the allowable time frame, visit City Hall at 29714 Haun Road or call 961-672-6777.

A Walmart Supercenter planned for this site on Scott Road and Haun Road might not be built for another three years or more.
Menifee 24/7 photo: Doug Spoon

Walmart officials are continuing with plans to build two stores in Menifee, but neither project will be breaking ground any time soon.

According to a source familiar with the negotiations between Walmart and the City of Menifee, Walmart officials plan to wait until after the reconstruction of the Scott Road freeway interchange before moving ahead with plans for the South Menifee Supercenter. That interchange, which waits in line behind the current Newport Road interchange project, isn't expected to begin construction until the summer of 2017 and probably wouldn't be completed for more than a year after that.

Meanwhile, there has been "no movement" in the North Walmart store project, for which Walmart purchased land on McCall Boulevard on the east side of Interstate 215, according to one source. Walmart has submitted revised plans for that project more than once, but none have progressed far enough through the City planning department to be forwarded to the Planning Commission for consideration, the source said.

In 2011, 76 percent of Menifee voters approved a ballot measure allowing the 205,000-square-foot Walmart Supercenter to be built on a 30-acre site on Scott Road between Haun Road and the freeway -- a complex that would include other businesses. A lawsuit filed to stop the project was dismissed by a Riverside County Court judge in July 2013, giving Walmart officials the go-ahead to continue with plans.

Concerns were raised, however, over access to the center over an already crowded Scott Road freeway bridge, which has only one lane each way. A $52 million project would add lanes to the bridge and improve freeway on- and off-ramps.

Meanwhile, Walmart spokeswoman Delia Garcia said plans to eventually build the Walmart Supercenter have not changed.

"We are excited to become a part of the Menifee community and provide residents increased shopping options at Walmart’s Everyday Low Prices," Garcia said in an email to Menifee 24/7. "We are working through the permitting process for the South Menifee Supercenter that will be located at Scott Road and Haun Road, as well as working with the City and other agencies to develop a timeline for the store’s construction. We look forward to opening this store, which was overwhelmingly supported by the community when residents voted in favor of it."
